Role Purpose

The main purpose of this role is to be responsible for ensuring that physical elements of the park including buildings, structures, landscape and features are effectively managed, and maintained within the context of the agreed 10 year Management and Maintenance Plan.

Responsible for services delivered under contract, consultants and special advisors.

Ensure the sports pitches are maintained to a good standard and maintain the parks main events sites and organise ground reparations post event.

Ensure that any Health and Safety issues for both the public and staff are dealt with according to the procedures in place.

Key Responsibilities

  • Assist the Victoria Park Manager in managing and maintaining a range of services delivered under contract.
  • To deputise for the Victoria Parks Manager and Parks Development Officer (Community) as required.
  • Monitor contractor’s outputs, collate data and update spreadsheets to assist in administration of the contract.
  • Line management of the Administrative Officer and Head Gardener. Provide cover management of senior ranger and park rangers as required.
  • Develop innovative ways of managing and implementing contractor service delivery to maximise VFM and outputs.
  • Prepare in conjunction with Building Survey section and annual inspection and consequent maintenance programme for buildings, listed structures, monuments and features.
  • Assist in the management + monitoring of financial management budgets, purchasing, processing and checking of invoices as required.
  • Assist in management of security including liaison with the police and crime reduction partnerships.
  • Responsibility for the daily management of buildings including public toilets and changing rooms.
  • Customer liaison and co-ordination of the parks letting programme for buildings and pitches, including income/fee collecting.
  • Responsibility for landscape/horticultural management + maintenance developing quality standards and processes including all sports pitches.
  • Day to day liaison with contractors working within the park and assisting with contract processing.
  • Liaison and monitoring of sites and documentation associated with major events and film location crews.
  • Responsibilities for preparation of documentation associated with the Green Flag Award and physical preparation of site for judging.
  • Develop a bench marking process for the park for the key activities through LPGSF or similar body.
  • Carry out playground routine and operational inspections and arrange for repairs to be carried out;
  • Prepare bids for, manage and oversee capital works taking place in the park 
  • Produce monthly report from routine and operational playground inspections and record defects and repairs.
  • Prepare and revise contract documentation and processes including tendering as required.
  • Develop the biodiversity and nature conservation value of the site.
  • Health and safety responsibility including risk assessments.
  • Ensure that all signs, notices, furniture and material are maintained + updated.

Requirements

Candidates should have NVQ Level 3 in Horticulture or equivalent, or substantial experience working in the horticultural industry with a significant amount of time in a management capacity.

  • Ensure all accidents, incidents, etc. are reported and recorded in line with the Council’s Accident / Incident Reporting procedure.
