Grade and Salary: Surrey SP7 – SP9, within the range of £25,314 - £ 38,312 per annum for 36 hours per week Monday to Friday based at County Hall, Kingston upon Thames KT1 2DW.

Successful candidates will enter a scheme at a level/grade appropriate to their qualifications, knowledge & experience. Some of our schemes include educational day release with progression dependent on candidates passing relevant modules. The criteria for each stage of development and progression will set out in a learning agreement with their manager and mentoring support will be provided by experienced colleagues.

The post forms part of a small team with a wide remit that covers biodiversity, landscape and environmental assessment.

The county of Surrey has a diverse landscape, encompassing high quality countryside, wildlife, heritage, towns and villages. The challenge is to conserve and enhance this landscape, whilst supporting the social and economic wellbeing of the county.

About the Role

Surrey County Council needs a qualified Landscape Officer to provide specialist landscape advice across the authority’s functions, including forward planning and development management, and to work in partnership on collaborative projects and initiatives with Surrey’s district and borough councils and its two Areas of Outstanding Natural Beauty.

As Landscape Officer a primary aspect of your role will be to lead on the provision of expert advice on the landscape and visual dimensions of the planning applications that are handled by the County Council (covering minerals, waste and county development). You will also provide expert advice on landscape and related matters to other parts of the County Council as necessary. You will ensure that the County Council undertakes its duties and responsibilities in accordance with the provisions of relevant legislation and guidance.

The work involves providing detailed and accurate landscape advice both verbally and in written reports. Your professional opinion may need to be justified at Planning Committee, Public Inquiry or Examination in Public. The County Council receives many enquiries from members of the public, which interactions need to be handled with tact and professionalism. The postholder will have contact with the County Council’s elected Members, with other services across the County Council, with the borough and district councils, with town and parish councils, and with many voluntary and community organisations. The post forms part of a small team with a large remit that covers biodiversity, landscape and environmental assessment.

About You

The successful candidate will be familiar with the landscapes of the UK and have knowledge and experience working and advising on landscape character and assessment, and with Landscape & Visual Impact Assessments (LVIAs). You will also have experience of working with or within the planning system, and of working in a local authority environment.

As a professional development programme (PDP)-linked post with the potential for appointment across a series of grade scales, a degree in a Landscape subject is required. Willingness and enthusiasm to learn, and empathy for the subject matter could be as important as experience in a similar role. The Council is inviting applications from candidates that can demonstrate how they would develop not only this role but also their own personal and professional skills, are confident and motivated, and are able to show attention to detail and an ability to operate within a sometimes pressured and challenging but ultimately rewarding working environment.

To be shortlisted for interview your CV and personal statement will clearly show evidence of:

A degree in a Landscape related subject and Membership of a relevant professional body, e.g. the Landscape Institute.

Evidence of providing planning advice, LVIAs and working with Landscape Character Assessments.

Experience of working in a local authority.

Evidence of Continuing Professional Development.

Ability to drive or otherwise visit inaccessible locations and to work outdoors.
